This is an aquatint. Watercolour techniques in etching. It uses acrylic resist (car paint) to sprinkle the plate with little dots of acrylic paint. The acid bites between the dots to make tone. The lightest parts of the plate are varnished to stop any more biting. The darkest parts are exposed to acid for the longest time.
